A case study of Singapore teachers’ implementation of new
centralized-designed primary Chinese language instructional materials: Adaptation and Change

Abstract

In 2004, a review was conducted by the Ministry of Education, Singapore on the nation’s primary Chinese language (CL) curriculum. A new syllabus was subsequently developed, and a team of curriculum planners was tasked to develop a set of new CL textbooks that was adapted by all primary schools nation-wide. 2009 marks the third year of textbook implementation. However, there has been minimal research documenting the processes of curriculum implementing the new Chinese language in Singapore. The present study aims to understand how the centralized-designed textbooks were implemented in a school setting, including the institutional and contextual challenges and collaborative mechanisms that arose to help teachers understand and adapt to the new instructional materials; teacher-instructional materials relationship of Primary 1 to 4 Chinese language teachers at the initial phases of curriculum implementation; and the changes in teachers from the initial phases of piloting and curriculum adoption to present. A qualitative, single-case study of the Chinese language department in a neighborhood primary school with students from different language backgrounds (including non-Chinese immigrant children, local Chinese students who predominantly spoke English at home and Chinese students who predominantly spoke Mandarin at home, and immigrant children from PRC) will be conducted in this research.

在2004年,新加坡教育部成立了華文課程與教學法檢討委員會,對華文課程進行了全面的檢討。隨後,新加坡課程發展與規劃司組織了一個隊伍,依據檢討報告書擬定了新的《小學華文課程標準》,並以此為基礎編寫了一套小學華文教材,在全國範圍的小學推行。2009年標誌課程落實的第三年。然而,在新加坡,關於華文課程落實過程的記錄與研究甚少。因此,本研究旨在了解中央設計教材如何在學校的語境內落實,包括探討制度與情境的挑戰和問題及華文部內出現的教師共同合作與分享機制;了解低年段(小一、小二)與中年段(小三、小四)教師在開始接觸新教材的階段,與教材形成的互動關係;以及明白教師從試教或新教材推出至今,所形成的轉變。本研究採取定性研究方法,選定一所學生家庭語言背景多元化的鄰里小學,對該校的華文部進行個案研究。
